June 1, 2026 – The city government is actively seeking funding to complete the Luna Terraces Housing Project, a major housing initiative located in Irisan barangay aimed at addressing the city’s housing backlog.
According to the City Planning Development and Sustainability Office (CPDSO) under CPDS Coordinator Arch. Donna Tabangin and Asst. Coordinator Elias Aoanan, the city is working with the Department of Human Settlements and Urban Development (DHSUD) to secure funding for the project.
The city is also enrolling the project under the Pambansang Pabahay para sa Pilipino Program, also known as the Expanded 4PH Program of the national government and the Pag-IBIG Fund for possible coverage.
Last May 26, 2026, the city submitted a position paper signed by Mayor Benjamin Magalong to the Social Housing Finance Corporation (SHFC) requesting financing assistance for the project.
The project was conceptualized in 2019 and started in 2021 by the city in partnership with the Dept. of Human Settlements and Urban Development (DHSUD) and the National Housing Authority (NHA).
However, the implementation of the original site development works and the initial two residential buildings was terminated due to funding issues that arose at the DHSUD leaving the project at a standstill for a time.
The gap prompted the need for reassessment of the remaining scope of works and corresponding funding requirements for the project.
While negotiations with the DHSUD was ongoing, the city pursued the road development works leading to the project site using local funds.
City Engr. Richard Lardizabal said the initial road improvement project leading to the site funded under the 2024 Local Development Fund (LDF) was completed on May 26, 2026.
Another project for the continuation of road improvement funded under the 2026 LDF is currently at the pre-procurement stage following a conference held on May 21.
Lardizabal said the city is also working on the expropriation of occupied lots that will form part of the access road to the housing site.
It will be recalled that under the original arrangement, DHSUD allocated P155 million for site development while the NHA committed P50 million for the construction of the first two residential buildings and P326.17 million for the remaining eight buildings and related developments.
The project’s updated master development plan now includes 10 residential buildings with a total of 662 housing units. The first two buildings will provide 62 housing units, while Buildings 3 to 10 will contain 600 additional units consisting of one-bedroom and two-bedroom loft-type units.
The project also includes the construction of access roads, drainage systems, open spaces and utility provisions to ensure a livable community with access to essential services.
With the reassessment of the project, updated estimates show that the remaining works will require additional funding.
To support project completion, the city government plans to utilize NHA’s Resettlement Assistance Program for Local Government Units (RAP-LGU) fund while the remaining balance will be sourced from other available local funds and financing options. ** Aileen P. Refuerzo
