BAGUIO CITY — The city council passed on first reading a proposed ordinance providing basic life support training for every household in this Summer Capital.
Authored by councilor Leandro Yangot, Jr., the measure cites a provision of the 1987 Constitution stating that the State shall protect and promote the right people’s health and instill health consciousness among them.
“It is likewise a declared policy of the city government to promote, expand and encourage its city disaster risk reduction management plans, mobilize all households in every barangay to be CPR-ready, and disseminate the value, importance and benefits of providing emergency medical assistance,” the ordinance states.
Should the measure be approved on final reading, it authorizes the city disaster risk reduction and management office in cooperation with the city health services office, liga ng mga barangay, ABC office and other government offices, to adopt a system that implements and carries out the provisions of the ordinance. They shall promulgate the rules and regulations for the measure’s implementation.
The proposed ordinance obligates the city’s barangays to keep an adequate number of copies of primers and leaflets on basic life support and first aid psychomotor training for every local household trainee in the barangay.
It also calls for the allotment of the necessary amount from the city’s annual budget for the measure’s implementation.**gaby keith
