BONTOC, MOUNTAIN PROVINCE– The Department of Finance (DOF), thru the Bureau of Local Government Finance (BLGF) in cooperation with the Civil Service Commission (CSC), is all set to conduct the Basic Competency for the Local Treasury Examination (BCLTE) nationwide on November 26, 2017.
The CSC said that the said examination is open for everybody as long as he/she meets the minimum requirements. The CSC added that passing the BCLTE will result in the conferment of the Local Treasurer Eligibility – a second level eligibility, which is appropriate for appointment to Local Treasurer and Assistant Local Treasurer Positions, and to positions under the financial services that do not require practice of profession.
Director II, Atty. Allyson M. Locano, of CSC-Mountain Province Field Office reminded the examinees to report to their testing center the day before the date of examination for a personal ocular inspection on their own respective room assignment. He warned that the gates of the testing center shall be close at 7:30 AM. Examinees that arrive later than 7:00 AM shall not be admitted.
Director Locano said that the testing center for CAR examinees will be announced later. He advised the examinees to stay updated with the CSC or BLGF online website or visit the nearest offices concern for more details and information.
As to the scope of the test, one of the examinees during the first examination which was conducted last 2015 reveals that the scope of the examination definitely similar from the previous exam, which was focused on the following areas: Management of local treasury services, mobilization of resources, management of inter-government and other fund transfer, preparation and analysis of treasury reports, safekeeping of local funds and records, coordinating and communicating local treasury matters with stakeholders, management of public funds, and Code of Conduct and Ethical Standards.
On the other hand, BLGF-CAR encourages the applicants, especially the permanent local treasury services personnel to read the Local Treasury Operations Manual (LTOM) and the Local Government Code including the RA 6713 otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees.
The BCLTE, with the accompanying Ethics Oriented Personality Test (EOPT), was first administered in December 2015 in compliance to the Department Order No. 06-2015, dated January 20, 2015 issued by former DOF Secretary Ceasar V. Purisima. It was initially aims to benchmark the competencies of the local treasury officers, diagnose their strengths and weaknesses for the finance department to come up with appropriate training needs.
The test was eventually made into a civil service eligibility examination, equivalent to second level eligibility, through CSC Resolution No. 1701330 promulgated in September 2017, which also set the conferment of the Local Treasurer Eligibility even to passers of the December 2015 BCLTE.
The Intermediate Competency on Local Treasury Examination (ICLTE), a promotional test open only to DOF-BLGF incumbents who took and passed the BCLTE conducted in December 2015, will be also administered on November 26. The CSC clarified that passing the ICLTE does not confer civil service eligibility.
Mountain Province Provincial Treasurer, Cawed A. Gamonnac, said that BCLTE is one of the qualifying requisites of the DOF to applicants who want to become local treasurers and assistant treasurers in the local governments.
